Based in Denver, Colorado, Theo Edmonds is a Culture Futurist®, artist/poet, entrepreneur, and analytics innovator who bridges the creative industries, brain science, and technology with the future of work. Steve is deeply involved in several global health initiatives including serving on the Advisory Board of the UN Health Innovation Exchange (HIEx) as well as an Advisor or Board Member to a number of health and social impact organizations in the US, Europe and Africa.
Prior to 2012, spent 25 years in the technology space, providing executive leadership in business development and partnership development for a range of organizations including companies which pioneered mobile technology.
Nathaan is passionate about people. This passion has led him to an enriching career as a clinical psychologist, filled with a number of twists and turns. As an active traveler and athlete, he has been inspired to think beyond the traditional confines of behavioral health care to expand the reach of mental health services to increase access, and outcomes, for diverse populations. Nathaan has worked in a number of clinical settings: including therapeutic boarding schools, college counseling, inpatient hospitals, and primary care. Additionally, Nathaan was an operator in the digital behavioral health tech space for nine years. Joining his clinical and operator expertise, he is currently a Principal Investor with the Hopelab Ventures Team, investing in companies that support the mental health and well-being of youth and young adults.
Summer has been leading social policy reform efforts since 1998, and most recently led Governor Polis’ statewide efforts to reform the behavioral health system as the inaugural Deputy Commissioner of Colorado’s new Behavioral Health Administration. Her experience in working directly with homeless individuals in Washington D.C. for several years demonstrates her understanding of how every person’s situation is different.
Summer also founded a workforce nonprofit which engaged Fortune 500 companies that employed hundreds of people. She served as the “state” Secretary of Labor for Washington, D.C. Summer was listed in Washingtonian magazine as one of the “40 People Under 40 to Watch.” She is an alumna of the 21/64 training on how to engage the next generation of philanthropists. Her work has been published in PR News’ Corporate Social Responsibility Guidebook.
During her free time, you can find Summer on hiking trails, or traveling on some far-off adventure around the world.
Craig Kramer is co-chair of the US National Action Alliance for Suicide Prevention, senior advisor for mental health at the global communications firm Edelman, and adjunct faculty for global mental health policy and advocacy at the University of Denver Graduate School of Professional Psychology.
Previously, Craig was Mental Health Ambassador for Johnson & Johnson, the world’s largest comprehensive healthcare company. In that capacity, Craig chaired J&J’s Global Campaign for Mental Health, which worked with partners around the world to transform mental health care by raising awareness, reducing stigma, promoting research, improving access, and ensuring better patient outcomes. Key initiatives included an international advocacy network, a “global fund” for research, and a world leaders’ coalition to champion proven, scalable reforms, including “next-in-class workplace mental health practices. Prior to this role, Craig held a variety of positions in global corporate and government affairs at Johnson & Johnson and worked as a lawyer in the U.S. Congress, a Washington, D.C., law firm, and an international human rights organization.
Craig is a graduate of Princeton University's School of Public & International Affairs, the University of Michigan Law School, and Harvard Business School. He serves as a board member with mental health nonprofits like Project HEAL for eating disorders, DMAX Foundation for college students, Trinity Counseling Service for the uninsured, Mental Health Center of Denver WellPower for community and criminal-justice services.

Veenu Aulakh is a Director at Acumen America, leading the Medicaid Innovation Collaborative (MIC). In this role, she builds partnerships with state Medicaid departments, health plans, consumers, and the broader healthcare ecosystem to implement a systems-change approach to support the adoption of tech-enabled solutions for Medicaid populations.
Before working at Acumen America, Veenu served as the President of the Center for Care Innovations (CCI) where she grew the organization’s staff, budget, and strategy to focus on strengthening the health of under-invested communities. She helped to spark, seed and spread innovations across safety net health care systems. Before joining CCI, Veenu worked as a senior program officer at the California Health Care Foundation, where she managed programs and investments to improve access to care and health outcomes. Veenu also held several positions within Kaiser Permanente related to improving quality of care and increasing patient engagement.
Veenu received a bachelor’s degree in industrial and operations engineering from the University of Michigan and a Master of Science in health policy and management from Harvard University.
Greta Allen (she/her) is a Registered Dietitian Nutritionist and serves as the Policy Director at the Colorado Blueprint to End Hunger, where she oversees the organization’s state policy platform, administrative advocacy efforts, and strategic partnerships with state agencies. More broadly, she supports the work of the Blueprint’s Policy and Community Justice Team, guiding initiatives for equitable access to healthy, affordable food and food sovereignty through principles of inclusivity and community leadership.
Greta has a background in local public health, championing initiatives for the Special Supplemental Nutrition Assistance Program for Women, Infants, and Children (WIC). Her focus included forging partnerships, setting up efficient WIC co-locations in the Denver metro area, and overseeing operations of a local agency WIC clinic. Greta also served as Regional Health Connector for Adams County, Colorado, building relationships between public health entities, community-based organizations, and primary care providers. Greta firmly believes that authentic collaboration is key to success in policy and systems change.
Tamara Keeney is the Research and Analysis Manager at the Colorado Department of Health Care Policy and Financing (HCPF). Tamara joined HCPF in 2019 and created the Research and Analysis Team – an internal group of analysts who provide research support to staff across HCPF. The Team’s work ranges from evidence reviews of proposed Medicaid benefits to mixed method program evaluations. Prior to joining HCPF, Tamara spent four years as a Policy Analyst at the Colorado Health Institute. She earned her master’s degree in Public Affairs from the LBJ School at the University of Texas at Austin.

Stephanie Pugliese
Director of the Colorado Office of eHealth Innovation
As a seasoned public health leader with a focus on innovation in government, Stephanie's journey in the professional landscape has been marked by a relentless pursuit of excellence and a commitment to driving impactful results. Located in the Office of Lieutenant Governor Dianne Primavera, the Office of eHealth Innovation (OeHI) serves as the coordinator and leader of health information technology (IT) policy, and catalyzes innovation in the health sphere throughout Colorado.
As the Director of OeHI, Stephanie leads the strategic planning, partnerships, and funding for the Office in collaboration with the governor-appointed eHealth Commission. In this role, Stephanie also consults with the Governor’s Office regarding health IT policy and health privacy regulations. A key leader in development of the 2021 Colorado Health IT Roadmap, Stephanie has led the nimble and effective OeHI team through successful implementation, and is now planning the refresh of this crucial state strategy.
Kim Bimestefer
Keynote Speaker
Kim Bimestefer was appointed by Governor Polis to serve as Executive Director for the Department of Health Care Policy & Financing after having been appointed by Governor Hickenlooper in January of 2018. As Executive Director, Ms. Bimestefer oversees the operations and strategic direction of the Department, $14 billion of the state’s budget, Colorado Medicaid, Child Health Plan Plus (CHP+) and other Safety Net Programs. These programs serve about 1.28 million Coloradans or almost one-fourth of the state’s population. Executive Director Bimestefer also helps frame and implement healthcare affordability policy for all Coloradans to save employers and Coloradans money on health care.
Executive Director Bimestefer has been a senior healthcare executive for more than 25 years in state government, not-for-profit, publicly-traded and sole-proprietorship organizations. She was the local Board Chair, President & General Manager for Cigna Mt. States (CO, WY, NM, UT), responsible for strategy, customer satisfaction, care management, provider contracting, growth and earnings. Prior to that role, she founded and built a $10 billion division inside Cigna to serve more than 1.3M members nationally. Previous to that, she was the Northeast Regional Vice President and a Board appointed officer for a not-for-profit carrier, overseeing 46% of the company’s membership and revenue, product development, client satisfaction, sales, earnings, and strategy.
In addition to Cabinet appointments by two governors, Executive Director Bimestefer has received numerous industry awards for leadership in business and industry: Forbes Women Leaders Issue, one of seven western region leaders recognized for exemplary business leadership, June 2016; Colorado’s 25 Most Powerful Women in Business, Colorado Women’s Chamber, 2016; Outstanding Women in Business/Healthcare, Denver Business Journal, 2015; Women of Distinction, Girl Scouts of America, 2015. Executive Director Bimestefer is a Board member of Connect for Health, Prime Health, and an Advisory Board member of Regis University Rueckert-Hartman College for Health Professionals. She is a popular keynote speaker and panelist on evolving health care topics and an active supporter of healthcare entrepreneurs and innovators. Executive Director Bimestefer earned her bachelor’s degree cum-laude from Towson State University and her MBA cum laude from Loyola College of Maryland. She is also a graduate of the Wright Management Group and Darden School of Business, Executive Leadership Programs. She lives in Parker with her partner of 25 years.

CEO Rocky Mountain Health Plans, ACC Phase III Regional Accountable Entity, Region 1
Patrick Gordon is the Chief Executive Officer (CEO) for Rocky Mountain Health Plans (RMHP) in Colorado, a UnitedHealthcare Company. Patrick has led reform efforts in the Colorado market for practice transformation, payment reform and technology adoption to help make the healthcare system work better for everyone.
Patrick has been accountable for an array of payment reform, health data exchange and behavioral health services integration initiatives in Western Colorado. He also led the implementation of the Medicaid Accountable Care Collaborative project in western and northern Colorado. Patrick provided oversight of the Medicaid, Full Benefit, Medicare/Medicaid Eligibles, and CHP+ programs supported by the health plan, as well as the CMS Innovation Center’s Comprehensive Primary Care initiative.
Patrick has led several strategic initiatives for RMHP’s stakeholders, including the Colorado Beacon community demonstration, the design and implementation of an aligned payment arrangement with the State of Colorado and physicians to achieve Triple Aim objectives. Further, he served on the Colorado State Innovation Model (SIM) Practice Transformation and Multi-payer Collaborative work groups. Prior to joining RMHP, Patrick held various positions within the Colorado Department of Health Care Policy & Financing related to policy development and program management.
CEO Northeast Health Partners, ACC Phase III Regional Accountable Entity, Region 2
Kari L. Snelson is a community-centered healthcare executive with more than two decades of dedication to advancing equitable healthcare access across Colorado. Since 2018, Kari has been a driving force behind NHP’s mission, expertly overseeing program implementation, operations, policy, and contract compliance under ACC 2.0. As a Licensed Clinical Social Worker and Certified Healthcare Compliance professional, she merges a deep understanding of clinical care with a commitment to regulatory integrity, embodying a compassionate yet visionary approach to healthcare leadership.
Kari’s influence reaches across the state, fueled by her devotion to building stronger, healthier communities. She has served in several key roles over the past decade including the Primary Care Payment Reform Committee (DOI), MINDSOURCE Brain Injury Network, and the Human Services Review Board. Kari also represents Region 2 on the Regional Accountable Entity (RAE) committee, collaborating closely with the Department, County, and the Colorado Department of Human Services (HRCC) to align resources and strengthen services. Kari has been fortunate for multiple years to lend her expertise as a judge for the PRIME Health Innovation Challenge, where she evaluates innovative healthcare solutions that support NHP’s community-focused mission.
Kari’s unwavering commitment to the health and well-being of Region 2’s communities ensures that members receive accessible, tailored, and timely care. Her leadership reflects a steadfast dedication to elevating healthcare for all, building partnerships that empower communities, and inspiring a healthier future for Colorado.
Director, Colorado Community Health Alliance, ACC Phase III Regional Accountable Entity, Region 3
Amy Yutzy, is the President for Colorado Medicaid for Elevance Health, overseeing the Behavioral Health benefits for Colorado Community Health Alliance (CCHA) which is a Joint Venture between Elevance Health and Physician Health Partners (PHP).
Amy’s has just under 10 years working within Colorado’s Medicaid programs – leading contracts for both the Regional Care Collaborative Organization (RCCO) and the Regional Accountable Entity (RAE). With a master’s in social work from University of Denver and over 16 years of experience leading nonprofit provider agencies, Amy brings a passion for both providers serving Medicaid and for ensuring access to Colorado’s underserved populations. Additionally with deep roots in El Paso County, living locally for almost 30 years, Amy is committed to bridging the gap between community-based organizations and health plans with the recognition that true whole person care requires partnership and collaboration between these entities.

President and CEO Colorado Access, ACC Phase III Regional Accountable Entity, Region 4.
Annie Lee, JD, is president and chief executive officer of Colorado Access. She is responsible for advancing the Colorado Access corporate mission and provides executive oversight for all programs.
Annie is known as a trusted and collaborative leader with extensive experience working within the Medicaid landscape in Colorado. Prior to joining Colorado Access in 2022, she served as executive director of community health and Medicaid strategies at Children’s Hospital Colorado for over five years. In that role, Annie led partnerships with schools, local public health agencies, and primary care providers to develop and support holistic models of care that address social determinants of health. She also served as senior director of Medicaid and charitable coverage programs at Kaiser Permanente Colorado, where she led a payment reform initiative and advanced growth of Kaiser Permanente’s Medicaid and Child Health Plan Plus (CHP+) membership. Prior to that, Annie worked at the Colorado Department of Health Care Policy and Financing in both CHP+ and Medicaid benefits policy.
She was appointed to serve on the board of the State of Colorado’s health insurance marketplace, Connect for Health Colorado, in 2017. She received her Juris Doctor (JD) degree from the University of Denver Sturm College of Law and her undergraduate degree in political science from the University of Colorado in Boulder.
Wes Williams, Moderator
CIO WellPower, Prime Health Board Chair
Dr. Wes Williams is vice president and chief information officer at WellPower, Denver’s community mental health center. As WellPower’s CIO, Wes oversees IT infrastructure, enterprise applications, business intelligence, and evaluation and research for the organization.
Wes has been repeatedly recognized for excellence in technology leadership: a 2020 Denver Business Journal C-Suite Award, the 2020 Colorado CIO of the Year Corporate ORBIE, and finalist for the Colorado Technology Association’s 2023 APEX Award for CIO of the Year.
Wes has been a licensed psychologist in Colorado since 2005. As a young clinician learning to practice therapy, Wes struggled to keep up with clinical documentation requirements. These early career struggles inspired Wes to shift from clinical practice to health IT, building systems to better support clinicians in the behavioral health system. Wes graduated with a bachelor’s degree and honors in psychology from Stanford University. He earned his master’s degree and doctorate in clinical psychology from the University of Colorado, Boulder.
Outside of WellPower, Wes serves as chair of the board of directors for Prime Health, a non-profit organization that fosters innovation to improve the health of underserved communities. Wes previously served six years (2018-2024) on Colorado’s eHealth Commission, advising the governor’s office on its health IT infrastructure investments and representing behavioral health interests. To support his own well-being, he enjoys mountain biking, gravel biking, snowboarding, and coaching ultimate Frisbee.

Jennifer Kuskowski is the Head of Government Affairs in the Americas for Siemens Healthineers. Jennifer is responsible for leading regional advocacy efforts in the U.S., Canada and in Latin America on behalf of Siemens Healthineers and Varian, a Siemens Healthineers company. As government affairs lead, Jennifer develops and advances the legislative and political strategy across the Americas, including all interactions involving the U.S. federal government.
Coming from an impressive and diverse background working at the U.S. Capitol, Jennifer is an established policy expert on complex issues including, healthcare, education, and technology. Prior to her role at Siemens Healthineers, Jennifer was a senior advisor to Senate Minority Leader Mitch McConnell, where she negotiated and directed the enactment of health, commerce, and education titles in five bipartisan COVID relief bills and the repeal of the medical device tax. Jennifer also served as the health policy director for the U.S. Senate Committee on Finance and as assistant vice president for the government relations firm Venn Strategies. She holds a bachelor’s degree in Government from Franklin & Marshall College and served in the U.S. Peace Corps for two years addressing public health issues in Ecuador.

Based in Washington, D.C., Aditya Girish serves as the Government Affairs Manager & Biosciences Director at G2G Consulting, which has raised $544 million in government funding since 2007. He works with a range of clients but focuses on biosciences R&D funding and health policy. Aditya also oversees the publication of G2G’s monthly Government Bioscience Grants (GBG) Report that provides a comprehensive list of life sciences funding opportunities from federal agencies including NIH, BARDA, DoD, NSF, USDA, and ARPA-H that is organized by topic with key information for companies to be able to assess which are the best fits. He leads the accompanying monthly webinar every third Thursday of the month at 12pm ET to highlight the key opportunities, share insights and discuss developments that impact funding. Previously, Aditya worked at the Scienomics Group, where he developed medical education content for bioscience clients. A trained scientist, Aditya completed a PhD in biomedical engineering at Case Western Reserve University, where he developed technologies to mitigate uncontrolled bleeding.
Lisa Marceau is a leader in mission-critical change, especially focusing on founders and entrepreneurs in health tech and fem tech. After a career in clinical research, digital product development, SBIR seed funding, and executive leadership, she founded Alpha Millennial Health, LLC to help companies embrace the evolving health and work landscape. Her long-standing work in maternal and women's health and health disparities led to the conceptualization and founding of Joyuus, a digital health program creating accessible self-care for moms during the 12 months postpartum. She is a recipient of numerous Phase I and Phase II SBIR awards, sits on NIH review panels for SBIR grants, and advises on SBIR seed funding.
Over her career she was VP and executive director at New England Research Institutes, a $40 million CRO, ran a million-dollar business unit on developing digital product strategies, and was VP at the health research subsidiary of Fortune 25 Anthem BCBS (now Elevance). She has a master’s in public health from Boston University and a Professional MBA Certificate from Bryant University. Her digital products have won numerous industry awards including the Telly, CINE, W3, Aesculapius, among others, and she sits as a judge on the Telly Council. She has presented her work at many professional meetings, has over 50 articles published in esteemed peer reviewed journals, and presents workshops on startup funding in collaboration with New England Medical Innovation Center (NEMIC) and other accelerator programs.
She was most recently a panel member at HPE Discover and the Women's Health Innovation Summit speaking on filling the gap in research and funding for women and minority health concerns. Her business is WBENC and WOSB certified, and she is a member of the Women Presidents Organization. She welcomes conversation and collaboration to further the mission of fem tech, female founders, and anyone committed to bringing equity to the health journey.

Laura Rodriguez is the Chief Strategy Officer and Director of Innovation Ecosystems at the Colorado Office of Economic Development and International Trade (OEDIT), bringing extensive experience from within the state and OEDIT. In her role, she leads strategic planning and program development to enhance internal operations and external engagement. This involves forging partnerships, nurturing business and community connections, and driving initiatives to support Colorado's economic growth.
Previously, Laura served as Vice President of Economic Competitiveness and Corporate Attraction at the Metro Denver Economic Development Corporation, where she spearheaded efforts to boost the region's economic competitiveness and attract businesses and talent.
Before her tenure in Denver, Laura was the Managing Director of Business Investment at the Virginia Economic Development Partnership (VEDP), where she played a key role in attracting corporate investment to the state and provided support to companies in areas such as site selection and financial incentives.
With a background in data-driven strategies, Laura led the Strategy and Analytics team at the Colorado Office of Economic Development and International Trade, focusing on establishing robust data systems to track economic development goals. She also contributed to executing the Global Business Development strategy, facilitating successful trade missions.
Laura's diverse professional journey includes roles in economic forecasting, budget management, and international affairs. She holds a B.A. in International Relations from the University of Colorado, Boulder, and an M.A. in International Economics from Johns Hopkins University's School of Advanced International Studies. Laura is a Mullen High School graduate from the class of 2003.
Born and raised in Denver, Laura is not only a dedicated professional but also a devoted parent. In her free time, she enjoys outdoor activities such as hiking and skiing, as well as indulging her passion for speaking Italian.

Smit Naik is a seasoned impact investor and the Director of Impact Investing at Gary Community Ventures. In his role, Smit is responsible for leading the organization’s efforts to invest in and support innovative social enterprises, particularly in the areas of youth mental health and education, that are creating positive change in their communities. He brings a wealth of knowledge and expertise to the role, and is committed to advancing the field of impact investing through thoughtful and strategic investments that deliver both financial returns and social impact.
Sydney Byer serves as the Manager of Public Policy and Strategic Partnerships at Next50. In this role, she leads Next50’s public policy and strategic partnership agenda. She works to deepen relationships with leaders in aging, including federal, state, and local officials, policymakers, nonprofit advocates, and strategic partners who support the foundation's priorities.
Throughout her career, Sydney has spearheaded innovative projects designed to address complex challenges in aging and public policy, often collaborating across sectors to drive impactful solutions. She has held various roles in the nonprofit and public sectors in Denver, gaining experience in direct service, grant management, fundraising, and volunteer management. She is passionate about her work at Next50 and its potential to make a lasting, positive impact on the aging experience in Colorado and beyond.
Sydney holds a B.A. in International Affairs and Spanish from the University of Colorado – Boulder and a Master’s in Public Administration from the University of Colorado – Denver.
Kelsey Nolan
Kelsey graduated Cum Laude with a B.A. from Scripps College, holds a Philanthropy Professional Certificate from Stanford, and is pursuing her Executive MBA at the University of Oxford. As the President & CEO of The Dakota Foundation, she executes program-related investments that get the highest social return out of programs fostering self-sufficiency. Kelsey comes with a background in launching venture-backed start-ups, including social enterprise and B-corp companies. With a passion for social impact, she has spearheaded public-private partnerships to scale programs in criminal justice, child welfare, and financial empowerment, and serves on multiple nonprofit boards addressing homelessness, education and economic development within Colorado. Living in Denver, she is an avid skier, hiker, traveler and Broncos enthusiast.
